Dear Lord Robert Cecil,
I enclose two letters, which give expression
to certain objections our sailors have to being
visited on board their ships by Germans in the
Chinese service.
I expect if a word were put in to the Inspector
General of Customs
-
Mr Aglen he would do what
he could to minimise as far as possible contact
between our "Ship Captains" and officials who be-
long to nations at war with us. I have marked
in pencil the material passages what would happen
to a Captain refusing to let a German on board his
ship I don't know?
